The Senate vote on the CLARITY Act, which is expected to establish the legal framework for the cryptocurrency market in the US, may be delayed. With the sanctions bill against Russia and high-level federal appointments taking priority on the Senate agenda, the likelihood of the CLARITY Act, which regulates the cryptocurrency market, being postponed beyond next week has significantly increased.
Recent reports highlight the traditional working methods of the US Senate, noting that the institution typically considers only one controversial bill at a time. Therefore, it has been noted that it will be difficult for the CLARITY Act to be debated in the Senate plenary session before the current agenda items are finalized.
Political disagreements over the bill are reportedly ongoing. In particular, a clause aimed at restricting the cryptocurrency trading activities of high-ranking public officials and elected representatives has become one of the most important points of contention in the Senate. Because this regulation could potentially include high-ranking officials, including US President Donald Trump, a consensus has yet to be reached between the parties.
These developments have increased uncertainty about whether the CLARITY Act can be voted on before the Senate’s summer recess begins on August 8th. According to CoinDesk, if disagreements over the bill deepen, it could weaken not only this year’s schedule but also the likelihood of its passage by 2026.
On the other hand, even if the bill passes the Senate, it won’t be enough to become law. For the regulation to take effect, it needs to be voted on again in the House of Representatives and then signed by the President. This process could further delay the implementation of the comprehensive regulatory framework that the crypto sector has been waiting for.
The Clarity Act is considered one of the most important legislative proposals in the US, aiming to clarify which institution will oversee the digital asset market, the legal status of crypto assets, and the operating principles of the sector. Industry representatives argue that the adoption of the regulation will increase institutional investor confidence and strengthen the US’s position in global digital asset competition.
