Central Banks Reinforce Preparations Are ‘On Schedule’ To Launch Digital Ruble

The Central Bank of Russia is all hands on deck to prepare the launch of the digital ruble, the Russian central bank digital currency ( CBDC), whose pilot started in August 2023.

Elvira Nabiullina, Governor of the Bank of Russia, offered a report on the level of preparation reached by the institution and private banks before September, the date announced for the large-scale introduction of the currency.

At the annual meeting of credit institutions with the central bank, Niabiullina stated:

“We are on schedule, all the basic transfer functionality, payments, it is working and a multi-level protection of the digital ruble platform from cyber threats has been built.”

In addition, she also stressed that “the first—wave banks on their side are completing preparatory work to provide the digital ruble service to all those who want to use it,” referring to the first 13 banks that participated in the digital ruble pilot.

One of the key features of the digital ruble initiative is the creation of a universal QR code-based payments platform connected to the National Payment Card System (NSPK), Russia’s payments clearinghouse.

The state has also tested the digital ruble for budget payments, and the head of the Federal Treasury, Roman Artyukhin, has stressed that they are determining priority areas to transfer expenses to the digital ruble platform.

Major banks will have to support digital ruble operations, including opening accounts, making transfers, paying for goods and services, and conducting other transactions, since day one. Large retailers will also be required to accept digital ruble payments on launch day.

Smaller banks and other institutions will begin adopting the digital ruble in stages, with full integration programmed by September 2028.
